Trump sent Rubio to participate in the Russia-Ukraine negotiations, and the likelihood of him going in person is relatively low.

On May 14, U.S. President Donald Trump said on Tuesday that in light of the Russia-Ukraine conflict, U.S. Secretary of State Marco Rubio will represent him at the Russia-Ukraine peace talks expected to be held in Istanbul on Thursday. Trump did not further indicate that he would attend the meeting himself — the possibility of him being there in person is extremely challenging due to tight time constraints in terms of security and logistical planning. On Monday, Trump told reporters at the White House: "If I think it's going to help, I'll fly over." But late Tuesday there was no indication that preparations were being made for his trip to Turkey.
